But, in a deeply divided Germany, with Hitler a very popular figure who had just achieved second place in the election, Hindenburg was unable to form a coalition government. Two further parliamentary elections - July and November 1932 - had failed to create a majority and Hindenburg continued to fail at forming a coalition. Hindenburg's only path to a coalition government was to include the Nazi Party.
