Well folks, you actually have to bring your receipt from the second counter back to the first counter. You hand it to a guy whose sole job seems to be to hand the receipt to a DIFFERENT guy, who then fetches your items.
This is an example of the Indian government creating do-nothing jobs for folks, which it does throughout the country (the railway system is often used as an example to demonstrate this). It isn't necessarily bad. It's essentially a federal jobs program, and I imagine it certainly goes a long way to keep unemployment low.
