Inferno Cone is a cinder cone, which is formed by volcanic ash piling up. The source of the ash is indeed a volcanic vent, but the cinder cone is not a volcano itself and often the cinder is blown by the wind to a location displaced from the vent. As you can see, it's not super tall.
