Why? Because these traffic lights were out. I presumed this was because of loadshedding (aka rolling blackouts, a major problem in South Africa because they have failed to invest in maintaining their energy grid and there's not enough energy to go around) but later we were told that at least some of these major traffic lights have "never worked."
