Although black students are now permitted to attend any public school in theory, in practice they have to be able to afford to live in the neighborhood which feeds the school. And the wealthiest students live in the neighborhoods that provide the most property tax funding to schools (simply by virtue of home values). Black students who want to attend the best schools have to be able to buy their way in, essentially. It is now a simple impossibility for LRCHS to be the best school in Little Rock, solely because it is an urban, inner city school with poor residents in its district.
