So, I looked it up. And this guy is an Ichabod. Ichabod represents not only Washburn University's principal benefactor, Ichabod Washburn, but Ichabods are actually the demonym and mascot of the school (pictured here, photo courtesy of the university). There are apparently fourteen Ichabods around Topeka, though I only randomly stumbled upon these two.
