For Food and Wine Festival, all throughout the World Showcase, little booths like this are set up serving drinks and small portions of food. On the Dining Plan, in addition to the table and quick service credits, you also get "snack credits," which can be spent here. It's an incredible deal as some of the food cart items are quite expensive compared to most snacks you could spend those credits on.
